REKAM JEJAK DUA PERIODE ESDM: MENGUAK DAN MENGENANG MASA TRANSISI 2000-2009 is a book that narrates the author’s experience serving one of Indonesia’s strategic sectors, the Energy and Mineral Resources (ESDM) sector. The author took on the responsibility at the start of the Reform Era, during a time when Indonesia was reeling from the 1997 economic crisis and the subsequent 1998 political crisis. The author was tasked with managing the ESDM sector and attracting investments to aid in the nation’s economic recovery.
Managing the strategic ESDM sector during a time of national economic recovery was no easy feat. Numerous challenges and obstacles had to be overcome to restore the sector. This book details the author’s successes and achievements in the ESDM sector, including in the restructuring of legislation and the revitalization of the sector.
Some of the author’s significant contributions to legislation include the establishment of legal frameworks such as Law No. 22 of 2001 on Oil and Gas, Law No. 20 of 2002 on Electricity (amended by Law No. 30 of 2009), Law No. 27 of 2003 on Geothermal Energy, Law No. 30 of 2007 on Energy, and Law No. 4 of 2009 on Mineral and Coal Mining. During this period, key institutions were established, including the Upstream Oil and Gas Executive Agency (BPH Migas, 2002), Downstream Oil and Gas Regulatory Agency (BP Migas, 2002), PT Pertamina (2003), and the National Energy Council (DEN, 2008).
In the development of Indonesia’s oil and gas subsector, the author played a major role in the Cepu Oil Field, D-Alpha Natuna Gas Field, and Tangguh LNG Project. For the mining and other energy subsectors, the author successfully navigated complex issues such as the divestment of PT Newmont Nusa Tenggara, Kaltim Prima Coal, Freeport, Independent Power Producers, and geothermal projects like Karaha Bodas and Dieng Patuha.
Another key initiative led by the author was the shift from Supply Side Management (SSM) to Demand Side Management (DSM). One strategy included transitioning from a fuel price subsidy policy to a direct subsidy policy, ensuring better-targeted assistance.
Through this book, readers can gain a deeper understanding of the development journey of Indonesia’s ESDM sector during the early years of the Reform Era. This book serves not only as a resource for energy practitioners to study strategic national issues but also as a reference on the ESDM sector’s journey over two periods (2000-2009).
